TC Energy - DND Ontario Pumped Storage Project Manager

Background

The Ontario Pumped Storage Project (OPS) is a proposed 1000 MW pumped hydro storage facility being developed by TC Energy (TCE) in partnership with the Saugeen Ojibway Nation (SON) and constructed on the 4th Canadian Division Training Centre in Meaford, Ontario. The project has reached an advanced development stage and we are expanding the project team to support business objectives.

Role

We are currently seeking an individual to support the following:

  • Act as senior liaison/project manager between TCE and DND regarding the proposed Ontario Pumped Storage Project (OPS) at 4CDTC in Meaford, ON.
  • Working with DND and the TCE team, specific responsibilities include:
  • Identify and operationalize relocations of existing DND facilities at 4CDTC impacted by OPS;
  • Develop a schedule and cost estimate for plans to address impacted and relocated infrastructure;
  • Define all impacts to training at 4CDTC caused by the construction of OPS and develop a plan to accommodate;
  • Determine and activate on-site environmental work required to facilitate OPS including both OPS and relocated infrastructure impacts; and
  • Seek opportunities to advance the development of anticipated future agreement(s) between OPS and DND.
  • Participate in regularly scheduled meetings with DND Project Management Office (PMO) and other DND officials as required.
  • Coordinate and lead weekly meetings between DND PMO and OPS project team.
  • Keep OPS leadership team updated on progress, key milestones and potential obstacles.

Qualifications

• Strong organizational skills – need to be able to identify and develop workplans including defining tasks and deliverables, marshal appropriate resources and build schedules to achieve business objectives.

  • Strong communication skills including verbal and written with the ability to effectively present to a variety of audiences.
  • Strong interpersonal skills – ability to work with multi-disciplinary teams at TCE and DND and motivate SMEs to produce information and other deliverables to support project needs.
  • Ability to anticipate and define issues and develop strategies to arrive at solutions.
  • Strong business acumen and specific knowledge of contracts/agreements and GoC/DND policies and procedures.
  • Experience and knowledge working with DND, including with senior levels of both civilian and non-civilian branches.

Deliverables

Ultimately the individual will be responsible for the development of future agreements between TCE and DND to support the construction and operation of OPS at 4 CDTC. The future agreements are expected to include:

  1. A Sequenced Implementation Plan;
  2. Decommissioning, Demolition, Planning and Development, Design and Construction plans and responsibilities, including guarantees, as appropriate;
  3. The DND Infrastructure Costs and Incremental Costs to be assumed by TCE;
  4. Terms and conditions regulating TCE’s access to and use of 4 CDTC during decommissioning, demolition, construction and operationalization of the DND Infrastructure and the PSP, as well as operation of the PSP, all in accordance with the National Defence Act, R.S.C., 1985, c. N-5 the Defence Controlled Access Area Regulations, (SOR/86-957), and DND policies and procedures related thereto, as same may be amended from time to time;
  5. A comprehensive risk registry and mitigation plan regarding co-location of the PSP within 4 CDTC;
  6. Environmental protections in favour of DND relating to decommissioning, demolition, construction, and operationalization of the DND Infrastructure, as well as, construction and operation of the PSP; and
  7. Rough order of magnitude of costs and time associated with the decommissioning, demolition, planning & development, design, construction, and operationalization of the DND Infrastructure.

In conjunction with the relocated infrastructure, DND will need to perform certain environmental work. The individual will be responsible for coordinating field studies and other activities between DND and TCE to mutual satisfaction of both parties’ requirements.

Duration

Contract position for one year, with the option to renew depending on the progress and needs of the Project.
